A stringe symptom

Starting yesterday I am getting some very strange behavior from OE6.
When I send an email I get the box showing the progress, which progesses
properly. However, when it is finished it says that it encountered
errors, which are not shown in the error pane. The message stays in my
outbox, however it has been sent. I sent messages to myself and my wife
and they arrived in good order.

Any suggestions?

Permissions are incorrect on these folders:
C:\Documents and Settings\User Name\Application Data\Microsoft\Crypto
C:\Documents and Settings\All Users\Application Data\Microsoft\Crypto
