I'm asking this question for my mom, who is using OE 6. What are the steps
to disable emptying the deleted folder automatically. Thanks in advance.

1. Click Tools > Options > Maintenance.
2. Un-check "Empty messages from the 'Deleted Items' folder on exit."
3. Click OK.

Steve's reply applies the the Local Folders Deleted Items folders.

If the issue is with the Hotmail Deleted Items folder, that is
controlled by Microsoft on the Hotmail server and they periodically
delete messages there. You don't have any control over that other than
not using the Deleted Items folder to store messages you may really
want.
